The Memorial Highway Reconstruction project has been an ongoing coordination effort between the City of Mandan and the North Dakota Department of Transportation. Construction began in spring 2025 with improvements to the east end of Memorial Highway. This phase was completed in July 2026. Work is now underway on the west end of the corridor and will continue through 2027.

Key project improvements include:

  • Add sidewalk and shared use path
  • Improve traffic flow and intersection safety
  • Improve drainage
  • Address pavement at the end of useful life

Phase 1 | East End of Memorial Highway

2025–2026 completed improvements 

  • Constructed the east stormwater system 
  • Reconstructed the east portion of Memorial Highway from approximately 32nd Avenue SE to approximately 46th Avenue SE, including: 
    • Replacement and installation of underground utilities 
    • Construction of a curb-and-gutter roadway with medians at signalized intersections 
    • Addition of bicycle and pedestrian facilities 
    • Updated roadway lighting and traffic signals 
    • Improved roadway drainage through installation of a stormwater system 
  • Constructed a sanitary lift station near the 40th Avenue SE intersection 
  • Completed median paving, shared-use path construction, final site restoration, and seeding

Phase 2 | West End of Memorial Highway 

2026 improvements underway

  • Construct west storm water trunk line from Memorial Highway to the Heart River Oxbow south of 3rd Street SE
  • Construct sanitary lift station near 32nd Avenue SE intersection
  • Construct sanitary lift station near 3rd Street SE intersection
  • Reconstruct the west portion of Memorial Highway from approximately E Main Street to approximately Riverwood Avenue SE, including:
    • Replacement and installation of underground utilities
    • Construction of curb and gutter roadway section with median at signalized intersections
    • Addition of bicycle and pedestrian facilities
    • Updated roadway lighting and traffic signals
    • Improved roadway drainage with installation of a storm water system 

2027 upcoming improvements

  • Reconstruct west portion of Memorial Highway from approximately Riverwood Avenue SE to approximately 32nd Avenue SE. Construction includes:
    • Replacement and installation of underground utilities
    • Construction of curb and gutter roadway section with median at signalized intersections
    • Addition of bicycle and pedestrian facilities
    • Updated roadway lighting and traffic signals
    • Improved roadway drainage with installation of a storm water system

Construction on Memorial Highway began in spring 2025. Phase 1, covering the east end of the corridor, is now complete. Phase 2, covering the west end, began in spring 2026 and will continue through 2027. Reconstruction of the entire stretch of roadway between Main St. and 46th Ave. has spanned multiple construction seasons to avoid the corridor being fully closed at one time.

We will utilize several methods of communication. The project website, email, and newsletter will be the primary forms of communication with business owners along the corridor. Temporary access will be maintained during construction; however, there is potential for short closures during construction activities such as underground utility installation and roadway paving.

Two hard-surfaced travel lanes and a hard-surfaced center turn lane will always be provided; some temporary aggregate accesses may need to be utilized. If your existing access cannot be maintained, other access will be provided to ensure traffic will be able to get to your business. One lane of traffic in each direction with a center turn lane will be maintained throughout the duration of construction. Traffic control will be maintained in sections and the contractor will need to modify and adjust traffic control to maintain a safe working environment. Please stay alert to changes in traffic flow, as they may occur quickly as construction progresses.

The roadway is being reconstructed as an urban section including curb and gutter and an underground storm sewer system. Additional drainage improvements may include a shallow ditch in some areas to collect off-site storm water and reduce ponding on adjacent properties where possible.
