I-94 West Business Loop Dickinson

The Interstate 94 West Business Loop Reconstruction project in Dickinson, ND, will upgrade the corridor from the west I-94 Interchange ramps to State Avenue, converting it from a rural roadway to an urban roadway section that meets current standards. The project will improve safety, traffic flow, and pedestrian access for residents and travelers.

Key features of the project include:

• Roundabout installation to improve safety and traffic flow at the intersection of I-94 Business Loop with 23rd Avenue/County Road 10.
• Roadway reconstruction to include a curb and a two-way common left turn lane to accommodate turning traffic at various intersections.
• Storm sewer and water utility work along the project corridor.
• Street lighting installation for improved visibility and safety. 
• Shared use path along the north/northeast side of the road, providing a safe pedestrian connection from Fairway Street to State Avenue.

Project Updates

• Construction begins April 23, with crews starting site preparation, traffic control.
• Through summer 2026, crews will complete the west/southwest half of the business loop and begin roundabout construction at 23rd Avenue/County Road 10. 
• Late summer into fall 2026, the north/northeast half of the business loop and remaining roundabout work will be completed, followed by final asphalt paving. 
• Substantial completion is expected by late October 2026, with pavement striping to follow by mid-June 2027.

Traffic Impacts

• Two-way traffic on a paved surface will be maintained at all times throughout construction. 
• Traffic will be re-routed to a paved bypass to enable construction of adjacent lanes. 
• At least one access point to adjacent businesses will remain open at all times.
