Individuals seeking mobility impaired parking privileges can qualify by completing an application and obtaining certification from a qualified physician. Qualification is based on specific medical conditions, including the use of portable oxygen, orthopedic, neurological, or other conditions hindering the ability to walk 200 feet without assistance or rest, restrictions due to cardiac, pulmonary, or vascular diseases, or specific respiratory conditions.
Apart from physicians, chiropractors, physician's assistants, advanced practice registered nurses, and physical therapists are authorized to sign the application.
Available Placard Types
There are three types of mobility impaired parking placards:
- Permanent non-reversible condition placard (blue) – renewal does not require physician consent.
- Permanent reversible condition placard (blue) – requires renewal through a physician.
- Temporary condition placard (red) – issued for three months at a time.
Obtaining Placards and License Plates
Motor vehicle licensing divisions issue both permanent and temporary parking placards. Mobility impaired license plates are also available for qualifying applicants. However, these items are not available at Driver's License Division locations.
Application Forms
Application forms, including SFN 2886 - Application for Mobility-Impaired Parking Permit for individuals and SFN 54306 - Application For Care Providers Mobility-Impaired Parking Permit(s), are accessible at all motor vehicle locations.
Displaying Parking Placards
Placards must be hung from the rearview mirror when occupying a designated space for the mobility impaired. The placard should remain visible, and it must be removed when the vehicle is in operation.
Renewal of Permanent Placards
Permanent Mobility Impaired Placards are valid for a three-year cycle. Renewal notices, including instructions, are sent before the placard expires.
Temporary Placard Renewal and Replacement
Temporary (red) placards are issued for three-month periods and are not renewable. For lost or stolen placards, a written request with a $3 replacement fee can be submitted by mail or in person at a motor vehicle location.
Mobility Impaired Plates and Placard Usage
Only individuals with permanent placards can obtain mobility impaired license plates. Placards can be used in any vehicle in which the individual is the driver or a passenger. While mobility impaired plates exempt the need to display a placard in a designated space, at least one valid placard must be in the individual's name.
Special Cases: DAV Plates and Out-of-State Use
Disabled American Veteran (DAV) plates allow parking privileges without a placard. However, both DAV and mobility impaired requirements must be met for a DAV Mobility Impaired designed plate. Individuals can use their mobility impaired placard or license plates issued in their home state when visiting North Dakota.
