Note 302-115 requires type C surface tolerance. Does this apply to SBC under asphalt pavement or sidewalk?

DOT Response

Trim base course under the proposed concrete section as specified in 302.04 C.3, "Surface Tolerance Type C." Trim base course placed below the asphalt shoulder as specified in Section 302.04 C.2, “Surface Tolerance Type B.”

For the sidewalks, the governing requirement is the subgrade tolerance of a maximum 1/2-inch deviation in 10 feet, together with the standard drawing requirement for the 4-inch base beneath the sidewalk.
