Regarding the E-ticketing SP issued with Addendum 3:
What capabilities will the NDDOT require through the E-ticketing app? The new SP says, “the Engineer will notify the Contractor that all or a portion of the load was rejected.” Does the notification need to occur within the app or can the notification occur verbally, by phone, text, or email? If the NDDOT uses the contractor's Haulhub/Jobslip account, inspectors would lose access to eDOT’s functionality, including load rejection and other DOT functions. They could still view e-tickets for the project and daily running totals, but Jobslip currently only supports exporting of individual tickets not daily totals. Each inspector could only be assigned to one project within one contractor’s Jobslip account at a time. The contractor would need to add and assign inspectors when they arrive, then remove them before another contractor could add them to its account. This process would repeat each time an inspector moves between contractors. The engineer/inspector couldn't be on more than one contractor's Jobslip account or have access to more than one project.
Do the tickets need to be stored in the cloud/app or can “one time” tickets be issued? For instance, are emailed tickets acceptable if the information is in a digital format? Does the app need to tabulate the quantities or simply make the quantities available?
DOT Response
Q: For rejected loads, does the notification need to occur within the app or can the notification occur verbally, by phone, text, or email?
A: The notification is not required to be within the application.
Q: Inspector access
A: Coordination and communication would be required to ensure that inspectors are able to access tickets for multiple operations on the project.
Q: Do the tickets need to be stored in the cloud/app or can “one time” tickets be issued? For instance, are emailed tickets acceptable if the information is in a digital format?
A: E-tickets should be stored on the apps’ cloud/server in accordance with the Special Provision. E-tickets must be submitted to the Department using an E-Ticketing application.
Q: Does the app need to tabulate the quantities or simply make the quantities available?
A: An electronic daily haul summary is required for materials paid for by weight.
