Bid Item 93, State Furnished Median Barrier, has a quantity of 3,820 LF. On sheet 3 of the plans, it states to pick up (272) 2.5' x 10' and (11) 2' x 10' in the Casselton Yard. That total equals 2,830 LF. Please tell me where the remainder, 990 LF, of the barrier will be coming from.

DOT Response

The note should say (110) from the Casselton Yard, not (11). The correct quantity is the 3,820 LF.

Reference to the notes 203-P01 and Notes 203-P04 seem to contradict each other in that P01 is referring to Common Excavation Type A and Providing Proctors and P04 is stating that you must use LGP equipment to cut the final subgrade. Does this mean the project will require no subgrade prep under Common Excavation Type A. Will densities be performed and to what depth will be required.

DOT Response

Note 203-P01 is for contractor provided proctors for all common excavation type A and Borrow Excavation material.

Note 203-P03 is the grading tolerance for the subgrade material.

Note 203-360 is for the compaction requirements for common excavation type A and borrow excavation material.

Will the approval to utilize either an E-Gauge or a nuclear gauge for density and moisture testing at the pipe locations on Project No. 23102 be allowed? Why are E-gauge and Nuclear gauges approved for consultant use on comparable projects, yet not currently approved for use by DOT staff when they are inspecting projects? See data & more detail of usage on similar projects in attachments before evaluation.

DOT Response

The DOT does not allow the E-gauge for any kind of testing. The DOT chooses not to acquire a Nuclear gauge due to the added regulations, responsibilities, and requirements for managing nuclear devices.

The specified lightpole (Ornamental light standard w/ anchor bolts) is made in Mexico and does not meet NDDOT SSP11. Do you want us to get a BABA pole which would look similar to the WDA? Or do you want to pursue a variance? A BABA pole will not be Sitelink. It will have a standard fluted shaft and no modular capability. The specified material is Sitelink SL5.

Reference the Request for Proposal completion date for contract time. The contract only allows 25 calendar days to complete the work at the Mayville Interchange. The work consists of phased construction, removing and replacing the approach slab lip, approach slab and the associated barrier. Based on the NDDOT 2024 Specifications a 7 day cure time is required for each pour resulting in 21 days of cure time per phase. In addition, the penetrating water repellant treatment cannot be applied until 21 days after the slab is poured. We request the NDDOT re-evaluate and modify the calendar day count to allow a reasonable time frame to complete the phased work based on the project specifications.
