The North Dakota Department of Transportation is responsible for compliance of Federal Motor Carrier Safety Administration Regulation 49 CFR Part 383.75 and N.D.C.C. 39-06.2-07 NDDOT does this by monitoring all Third Party Programs and Third Party Testers who administer the commercial driver license (CDL) skills test.
A Third Party Program is a program authorized by director to administer to an individual the vehicle inspections, basic control skills and road tests.
A Third Party Tester is an individual who is an employee of a third party testing program who has qualified for a third party tester certificate issued by the director granting the individual authorization to conduct vehicle inspections, basic control skills and road tests.
