The North Dakota Department of Transportation (NDDOT) reviews applications for certification under the US Department of Transportation’s Disadvantaged Business Enterprise program as found in 49 Code of Federal Regulations Part 26 (49 CFR 26). Businesses involved in transit, railroad, highway, planning and airport services that are owned by minority, women, and socially and economically disadvantaged individuals may apply.
Out-of-state applicants must be currently certified in their home state prior to submitting an application to NDDOT. NDDOT is not required to process an application for certification from a firm having its principal place of business outside the state if the firm is not certified in the state in which it maintains its principal place of business according to 49 CFR 26.81 (d).

DBEs certified in another state may apply for DBE certification in North Dakota by one of two methods:
- Provide copies of the entire home state application, all supporting documentation, and any eligibility review affidavits of “No Change” (may be requested by the DBE from the home state; OR,
- Register, download and complete the NDDOT DBE application.
- Contact information must be entered before the application is available to download.
