The current transportation bill, Moving Ahead for Progress in the 21st Century Act (MAP-21) establishes a new program to provide for a variety of alternative transportation projects, including many that were previously eligible activities under separately funded programs. The Transportation Alternatives Program (TAP) replaces the funding from pre-MAP-21 programs including Transportation Enhancements, Recreational Trails*, Safe Routes to School, and several other discretionary programs, wrapping them into a single funding source. TAP provides funding for programs and projects defined as transportation alternatives. They include pedestrian and bicycle facilities; safe routes to school projects; safe routes for non-drivers; community improvement activities, and environmental mitigation projects.
